Consultant for Testing of MICS Foundational Learning Module 2.0

Job Purpose
This consultancy assignment aims to coordinate and support the implementation and testing of the Foundational Learning Module (FLM2.0b) in Zimbabwe. The role involves overseeing the second school-based field test in Bulawayo and the third household-based field test in Masvingo. Additionally, the consultant will assist in finalizing guidance for rolling out FLM2.0b in MICS 8 and disseminating the module. A key responsibility includes leading the secondary analysis of the Zimbabwe MICS 7 Foundational Learning Skills Module, ensuring cleaned outputs, documentation, and updated data repositories. The consultant will also provide technical support to the Zimbabwe Country Office on MICS, learning assessment, data analysis, and evidence-use activities.
Responsibilities
Coordinate the implementation of the second school-based field test of the Foundational Learning Module (FLM2.0b) in Bulawayo, Zimbabwe. Coordinate the implementation of the third household-based field test of the Foundational Learning Module (FLM2.0b) in Masvingo, Zimbabwe. Support the finalization of guidance for the rollout of FLM2.0b in MICS 8 and its dissemination. Lead the secondary analysis of the Zimbabwe MICS 7 Foundational Learning Skills Module, including producing cleaned analysis outputs, syntax/code files, documentation of indicators and analytical methods, and updating the Country Office data repository. Provide technical support to the Zimbabwe Country Office on MICS, learning assessment, data analysis, documentation, data repository management, and evidence-use activities directly linked to the assignment. Establish and maintain productive working relationships with national government counterparts and other relevant partners.
Work Experience
At least 5 years of working experience in survey planning and budgeting, customization of household standard questionnaires and protocols, and questionnaire reviews. Experience in MICS survey coordination and management, testing MICS modules, and secondary analysis of MICS modules is required. Familiarity with the Foundational Learning Skills module and experience in data management and documentation are essential.
