Job Purpose
This consultancy aims to provide crucial technical expertise and coordination capacity to support the establishment and operationalization of the Secretariat for the Leadership Council on Disability-Inclusive Education. The consultant will play a key role in coordinating the Council's activities, fostering partnerships, organizing meetings, and leading advocacy efforts. A significant part of the role involves contributing to the development of high-quality policy, technical, and advocacy outputs, and supporting the implementation of evidence-based strategies to advance inclusive education on a global scale. The assignment also focuses on strengthening collaboration among key stakeholders, facilitating the translation of global commitments into tangible education system reforms, and offering technical advisory support to select UNICEF country offices as needed.
Responsibilities
Coordinate the activities of the Leadership Council on Disability-Inclusive Education, including managing partnerships, organizing meetings, and leading advocacy initiatives. Contribute to the development of policy documents, technical guidelines, and advocacy materials tailored for diverse audiences, including senior stakeholders. Support the implementation of evidence-based approaches to promote inclusive education globally, ensuring alignment with international commitments and best practices. Strengthen collaboration and communication among key stakeholders, including governments, international organizations, donors, technical partners, OPDs, and civil society actors. Facilitate the translation of global commitments into concrete education system reforms at national and sub-national levels. Provide technical advisory support to UNICEF country offices on disability-inclusive education strategies and programming as required. Manage multi-country or multi-partner workplans, prepare for and document meetings, track progress, and ensure follow-up across multiple workstreams. Synthesize complex political, partnership, and technical discussions into clear action points, decision recommendations, and high-quality written outputs with minimal supervision. Draft and disseminate reports, policy briefs, and other communication materials to a variety of stakeholders.
Work Experience
Minimum of 8 years of progressively responsible professional experience in international disability-inclusion, disability-inclusive education, or related fields. Demonstrated experience in systems-level reform, CRPD-compliant approaches, policy implementation, and global/regional disability and inclusive education agendas. Proven experience in coordinating complex multi-stakeholder partnerships and drafting high-quality technical and policy documents.
