Job Purpose
The WEZIZA EDUC and PAQUE2 Programs are seeking seven National Consultants to provide technical assistance to School Districts (CS) and Pedagogical Inspection Districts (CIP) in Benin. The consultants will support the development of triennial plans and performance contracts aimed at improving education and participatory, inclusive, and gender-sensitive governance. This role is crucial for enhancing the quality and equity of education at the local level, ensuring that interventions are aligned with national reforms and community needs. The consultants will work collaboratively with local authorities and educational stakeholders to foster a more effective and responsive education system.
Responsibilities
The primary responsibility of the consultants is to provide technical assistance to School Districts (CS) and Pedagogical Inspection Districts (CIP) throughout the participatory and inclusive process of developing and implementing triennial plans and performance contracts. This involves supporting institutional diagnostics, facilitating multi-stakeholder workshops at the community level, and ensuring that approaches to participatory governance, inclusion, and gender equality are integrated into planning tools. Consultants will also be responsible for developing results-based monitoring and evaluation tools, contributing to the design of strategic triennial plans (including axes, objectives, results, indicators, timelines, and monitoring-evaluation frameworks), and providing institutional support to educational systems. They must possess excellent facilitation skills for participatory workshops and be adept at working with institutional actors at various levels (central, departmental, communal), with a strong understanding of the Benin education system and its reforms.
Work Experience
Minimum of 10 years of relevant experience in designing triennial strategic plans, developing results-based monitoring and evaluation tools, and providing institutional support to educational systems. Proven experience in technical assistance, institutional diagnostics, and facilitating participatory workshops at the decentralized level is required.
