Organizational Context
UNICEF Chad operates in a challenging environment marked by widespread poverty, vulnerability, and multiple crises including political instability, security concerns, and climate-related pressures. Children are disproportionately affected, facing deprivation in essential rights and limited access to social protection. The country programme aims to accelerate progress towards SDGs by supporting public finance for children, social protection, and local governance.
Job Purpose
The purpose of this assignment is to provide leadership continuity for the Social Policy Section in N'Djamena, Chad, for a duration of four months. The Chief Social Policy will lead UNICEF Chad's Social Inclusion programme component under the 2024-2026 country programme. This involves supporting the Government and partners in formulating and implementing policies, strategies, and programmes related to social protection, public finance for children, and local governance. The role is crucial in accelerating progress towards Sustainable Development Goals (SDGs) 1, 10, and 17, while also contributing to SDGs 2, 3, 4, 5, 6, 8, 11, and 16. The incumbent will ensure effective coordination and alignment with national development plans and UNICEF's strategic objectives.
Responsibilities
The Chief Social Policy will be responsible for leading the Social Inclusion programme component, ensuring its effective implementation and alignment with the UNICEF Chad country programme (2024-2026) and national development priorities. This includes providing strategic direction and technical support to the Government and partners in the design and execution of policies and programmes focused on social protection, public finance for children, and local governance. The role involves fostering strong partnerships with government ministries, civil society organizations, and other development partners to enhance coordination and resource mobilization. The Chief Social Policy will also be responsible for monitoring programme progress, evaluating impact, and reporting on outcomes to ensure accountability and inform future programming. This includes managing the Social Policy Section team, overseeing budget utilization, and ensuring compliance with UNICEF's operational and ethical standards. The position requires a proactive approach to identifying emerging challenges and opportunities in the social policy landscape of Chad and adapting strategies accordingly to maximize positive impact on children's rights and well-being.
Work Experience
A minimum of 8 years of relevant professional experience in social policy, social protection, public finance, or a related area, with a focus on child rights and development. Experience in a developing country context is desirable.
