Monitoring Specialist (Programme Data Strategy)
Organizational Context
UNICEF Myanmar is seeking a Monitoring Specialist to establish a streamlined programme monitoring system. This role is crucial for enabling evidence-based decision-making and enhancing the effectiveness of programme implementation. The specialist will work closely with monitoring and information management officers to support the office in achieving its programmatic results and upholding Core Commitments for Children.
Job Purpose
The Monitoring Specialist will provide technical guidance to UNICEF Myanmar to establish and strengthen a comprehensive programme monitoring system, including Health Policy Monitoring (HPM). This role is integral to the Planning, Monitoring and Evaluation function, aiming to enhance the effectiveness and efficiency of programme implementation. By ensuring robust data collection, analysis, and reporting, the specialist will enable evidence-based decision-making across the office. This position is key to supporting the achievement of programmatic results and reinforcing UNICEF's credibility and capacity to fulfil its Core Commitments for Children. The specialist will collaborate with monitoring and information management officers, fostering a culture of data-driven performance management and continuous improvement within the country office.
Responsibilities
Provide technical leadership and guidance for the development and implementation of a streamlined programme monitoring system, incorporating Health Policy Monitoring (HPM) methodologies. Collaborate closely with programme sections and monitoring/information management officers to ensure effective data collection, analysis, and reporting mechanisms are in place. Support the integration of monitoring data into programme planning, review, and decision-making processes to enhance evidence-based strategies. Contribute to the design and implementation of monitoring frameworks, tools, and indicators aligned with UNICEF's global standards and country-specific objectives. Facilitate capacity building for UNICEF staff and implementing partners on monitoring principles, methodologies, and data utilization. Ensure the quality, reliability, and timeliness of programme monitoring data, identifying trends, challenges, and opportunities for programmatic improvement. Prepare regular monitoring reports, dashboards, and presentations for internal and external stakeholders, highlighting progress, challenges, and recommendations. Contribute to the evaluation of programme performance and impact, ensuring that lessons learned inform future programming. Maintain and enhance the credibility and ability of UNICEF to fulfil its Core Commitments for Children through robust monitoring practices. Support the development and maintenance of programme information management systems to ensure efficient data flow and accessibility.
Work Experience
A minimum of five years of professional experience in programme monitoring, data analysis, and information management, preferably within a UN or international development context. Experience in developing and implementing monitoring systems and frameworks is essential.
