Job Purpose
This consultancy aims to support UNICEF's ongoing technical and financial assistance to the Ministry of Health in Sierra Leone, specifically DPPI, to advance digital health priorities. The role will contribute to the national digital health landscape assessment, the development and launch of the National Digital Health Roadmap, and the establishment of the Digital Health Coordination Unit. It will also involve continued support for Electronic Medical Records (EMR), DHIS2, Community Health Information System (CHIS)/Community EMR (ComEMR), digital literacy initiatives, dashboard development, data quality improvement, and routine data utilization, thereby strengthening the country's health information systems.
Responsibilities
The consultant will provide technical expertise and support to the Ministry of Health and UNICEF in advancing digital health priorities in Sierra Leone. This includes contributing to the national digital health landscape assessment and the development and launch of the National Digital Health Roadmap. The role involves supporting the establishment and operationalization of the Digital Health Coordination Unit. Furthermore, the consultant will provide ongoing technical assistance for the implementation and enhancement of EMR systems, DHIS2, and CHIS/ComEMR. Key activities will also include supporting digital literacy programs, developing and refining data dashboards, improving data quality assurance processes, and promoting the routine use of health data for decision-making. The consultant will engage with various stakeholders, build capacity within relevant institutions, and ensure adherence to digital health standards and best practices. This position requires concise technical writing for reports and documentation, and potentially travel within Sierra Leone.
Work Experience
A minimum of 5 years of progressively responsible experience in digital health, HMIS/DHIS2, EMR, data systems, health systems strengthening, public health programme monitoring, or related technical assistance in low-resource settings is required.
