Job Purpose

The consultancy aims to provide technical assistance to CS and CIP in the participatory and inclusive development and implementation of triennial plans and performance contracts. The consultant will be responsible for preparing a harmonized guide with tools for developing these plans and contracts, ensuring they integrate local specificities and clearly define actor responsibilities to improve educational outcomes and governance. Additionally, the role involves coordinating capacity building for CS and CIP actors, ensuring the quality of the planning process and documents, and overseeing the preparation and dissemination of performance analysis reports based on monitoring data. This role is crucial for enhancing the effectiveness and accountability of local educational governance structures.

Responsibilities

The consultant will develop a harmonized guide, including tools, for the creation of triennial plans and performance contracts, ensuring local specificities are integrated and actor responsibilities are clearly defined to enhance educational results and governance. This involves coordinating capacity building for CS and CIP actors, as well as mobilized consultants, to facilitate the development process. The consultant must ensure the quality of both the process and the resulting triennial plans. Furthermore, the role requires coordinating the preparation and dissemination of a performance analysis report, which will be based on data gathered from the monitoring of the implementation of these plans and performance contracts. The consultant will also be expected to conduct institutional diagnostics, facilitate participatory workshops, and ensure that approaches such as participatory governance, inclusion, and gender equality are integrated into planning tools. Experience with GAR approaches and institutional monitoring and evaluation tools is also expected.

Work Experience

Minimum of 15 years of relevant experience in designing triennial strategic plans, developing results-based monitoring and evaluation tools, institutional support for education systems, and creating guidance documents for decentralized actors. Proven experience in technical assistance, institutional diagnostics, and facilitating participatory workshops is required.
