Job Purpose

The Emergency Specialist will establish and implement country office emergency preparedness and response plans under the guidance of the supervisor. This role is responsible for the development, planning, implementation, monitoring, and evaluation of emergency interventions to ensure the survival and well-being of children, mothers, and affected communities during emergencies. The specialist will manage emergency preparedness, response, and project activities, ensuring effective coordination and resource allocation. This position is crucial for safeguarding vulnerable populations and maintaining UNICEF's commitment to children's rights in crisis situations, requiring a proactive and strategic approach to humanitarian action.

Responsibilities

The Emergency Specialist will be responsible for developing and implementing comprehensive country office emergency preparedness plans, including risk assessment, contingency planning, and capacity building for staff and partners. They will lead and manage emergency response operations, ensuring timely and effective delivery of humanitarian assistance to affected populations, with a focus on children and mothers. This includes coordinating with government authorities, UN agencies, NGOs, and other stakeholders to mobilize resources and ensure a cohesive response. The role involves managing emergency projects from inception to completion, including budget management, monitoring progress, and evaluating outcomes. The specialist will also be responsible for maintaining emergency information systems, analyzing data, preparing situation reports, tracking resources, and ensuring effective information flow for decision-making. Strong communication skills are essential for preparing humanitarian appeals, reports, advocating for vulnerable groups, and engaging with media and stakeholders. The position requires ensuring compliance with UN emergency policies, strategies, and organizational procedures, and contributing to the overall humanitarian action strategy.

Work Experience

Minimum of five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation, and administration is required.
