Job Purpose
The People and Culture Manager (Human Resources Manager) at the P4 level serves as an authoritative expert in human resources. This role is responsible for executing client services and providing regular support to senior management in policy direction and design. The incumbent is expected to develop original and innovative approaches to advance the HR profession and address complex HR matters that deviate from established patterns. This position plays a crucial role in implementing HR services that enhance client capacity to achieve business goals, anticipating HR needs, and developing aligned solutions. The role also involves planning, organizing, and supervising a team of HR staff, and managing broad, complex projects.
Responsibilities
The People and Culture Manager is accountable for the management of the HR unit, providing technical HR leadership, and acting as a business partner to various stakeholders. Key responsibilities include strategic human resources planning, ensuring the effective implementation of assigned Human Resources services, and driving learning and capacity development initiatives. The role requires a strong focus on HR data analytics to inform decision-making and service delivery. Additionally, the incumbent will be responsible for strategic HR initiatives, policy advisory, stakeholder engagement, programme delivery, and change leadership. This includes managing HR operations, ensuring compliance with HR policies and procedures, and contributing to the overall organizational effectiveness by aligning HR strategies with UNICEF's mission and objectives.
Work Experience
At least 8 years of relevant work experience in Human Resources, talent management, workforce planning, employee relations, performance management, learning and development, organizational development, human resources policy, diversity and inclusion, and human resources analytics is required.
