Job Purpose
UNICEF Nepal's Education Section is seeking an Education Officer to support the country's long-standing sector-wide approach during a critical transition phase. The role will involve assisting UNICEF in its Development Partner focal-point responsibilities, coordinating closely with the Ministry of Education and Sports and the Embassy of Finland, and linking sector dialogue with UNICEF's programme and field evidence. The position will contribute to the development of the second five-year programme for the School Education Sector Plan (SESP) 2022-2032 and a successor Joint Financing Arrangement. It will also inform the Local Education Development Partner Group about the Nepal Education Cluster's response and early-recovery work following recent floods. The officer will play a key role in ensuring foundational learning, digitalization, inclusive education, and federal service delivery are effectively translated into practical sector arrangements.
Responsibilities
The Education Officer will be responsible for supporting UNICEF's core-team and focal-point coordination, including planning, preparation, and follow-up for engagements with the Government, Joint Financing Partners, LEDPG/LEG members, and other stakeholders. This includes maintaining day-to-day coordination with the Ministry of Education and Sports (MoES) DACS and the Embassy of Finland, and preparing necessary documentation such as calendars, agendas, briefs, speaking points, meeting records, decision logs, and action trackers. The role will also support the development of the second SESP programme (2027-2032) by coordinating UNICEF inputs to the Government-led roadmap, evidence review, consultations, drafting, and decision calendar, while promoting foundational learning and facilitating consultations. Additionally, the officer will support the successor Joint Financing Arrangement by organizing contributions, improving visibility of partner financing, coordinating specialist advice, and maintaining consultation records. The position will also focus on subnational participation and accountability, ensuring provincial and local education plans inform federal dialogue, and contribute to programme management, communication, and risk management. Finally, the officer will support education response and early recovery efforts, ensuring lessons from flood-affected areas inform joint sector reviews and planning.
Work Experience
Minimum two years of relevant professional experience in education programme planning, management, partnerships, coordination, policy support, or a related area is required. Experience working with government institutions and/or development partners, supporting multi-stakeholder processes, organizing high-level meetings, synthesizing evidence, and preparing clear documentation is essential.
