Job Purpose

The consultancy will support UNICEF in ensuring that assigned construction projects are technically sound, adequately supervised and documented, and implemented in accordance with approved designs, technical specifications, contractual requirements, agreed timelines, applicable standards and relevant health, safety and accessibility requirements. This role is crucial for the successful rehabilitation activities under the IPA 2020 project in Sarajevo, Bosnia and Herzegovina. The consultant will be responsible for overseeing the technical aspects of construction, ensuring quality control, and verifying that all work adheres to the highest standards and project objectives. The aim is to deliver safe, functional, and compliant infrastructure that directly benefits children and communities.

Responsibilities

The consultant will be responsible for providing technical support for the IPA 2020 project rehabilitation activities. This includes reviewing and approving technical designs, specifications, and bills of quantities to ensure they meet project requirements and standards. The consultant will conduct regular site visits to monitor construction progress, quality of work, and adherence to safety regulations. They will be tasked with identifying and resolving technical issues that arise during implementation, and ensuring that all construction activities are carried out in compliance with contractual obligations and timelines. Furthermore, the consultant will be responsible for verifying completed works, certifying progress payments, and preparing detailed technical reports, recommendations, and monitoring documentation. This role requires close coordination with project stakeholders, contractors, and UNICEF country office staff to ensure successful project delivery and achieve the desired outcomes for the rehabilitation activities.

Work Experience

Minimum 3 years of relevant professional experience in construction project monitoring, site supervision, quality assurance, construction/rehabilitation works, or other directly related technical fields. Experience in reviewing technical documentation, drawings, specifications, bills of quantities, and cost estimates is required. Experience in construction contract management, certification of works, payment verification, and/or supervision of construction projects is also necessary.
