Job Purpose
UNICEF is seeking qualified WASH emergency coordination professionals to join a pre-qualified roster for surge support during humanitarian emergencies in the Philippines. This initiative aims to enhance UNICEF Philippines' capacity to lead WASH coordination by rapidly mobilizing skilled professionals. These consultants will support coordination among government counterparts, humanitarian partners, development actors, and affected communities. They will contribute to emergency preparedness, rapid response, assessments, information management, strategic planning, monitoring, reporting, advocacy, resource mobilization, and inter-sectoral coordination, ensuring effective and timely WASH interventions for children and communities in crisis.
Responsibilities
Consultants will support national and sub-national WASH Cluster/Sector coordination mechanisms, facilitating collaboration among government agencies, humanitarian partners, NGOs, civil society, academic institutions, and the private sector. Responsibilities include supporting emergency WASH needs assessments, analysis, planning, and prioritization. They will maintain and update partner mapping and 5Ws (Who, What, Where, When and for Whom), and assist with information management, monitoring, and writing situation reports. Consultants will contribute to developing emergency response strategies, plans, appeals, and funding proposals. They will also support inter-sectoral coordination with Health, Nutrition, Education, Child Protection, Shelter, CCCM, and DRRM stakeholders. Promoting adherence to humanitarian principles, Sphere standards, accountability to affected populations (AAP), disability inclusion, gender equality, PSEA, and child safeguarding is crucial. Additionally, consultants will support advocacy, resource mobilization, early recovery, resilience-building, and preparedness activities.
Work Experience
At least two (2) years of professional experience in humanitarian emergency preparedness and response operations, including rapid-onset emergencies. Demonstrated knowledge of the WASH sector and humanitarian coordination mechanisms in the country is required.
