Job Purpose
The Supply Associate plays a crucial role in supporting UNICEF's emergency response to the Ebola outbreak in the Democratic Republic of Congo. This position involves managing complex procurement and contracting cases, ensuring efficient supply chain operations, and contributing to the development of improved supply services. The incumbent will work with a high degree of operational independence, leading end-to-end procurement processes. This role is vital for ensuring the timely and effective delivery of essential supplies and services needed to contain the outbreak and protect children's well-being in a challenging humanitarian context marked by insecurity and displacement. The associate will manage procurement activities, analyze needs, and implement solutions to overcome logistical hurdles, directly contributing to the success of the emergency response efforts.
Responsibilities
The Supply Associate is responsible for performing highly skilled procurement and supply chain management tasks in support of the Ebola emergency response. This includes managing complex procurement and contracting cases, evaluating difficult situations, and adapting procedures as necessary to ensure operational efficiency. The incumbent will lead end-to-end procurement processes, from needs assessment and market research to contract award and delivery, ensuring compliance with UNICEF's procurement rules and procedures. They will contribute to the design and development of improved supply services and delivery mechanisms, identifying opportunities for optimization and innovation. The role involves managing client requests, providing expert advice on supply chain matters, and ensuring the timely and cost-effective acquisition of goods and services. The incumbent may also supervise lower-level GS staff, providing guidance and oversight. This position requires close coordination with national authorities, humanitarian partners, and other stakeholders to ensure a cohesive and effective response. The associate will monitor supply chain performance, identify risks, and implement mitigation strategies to ensure the uninterrupted flow of critical supplies in a challenging operational environment.
Work Experience
A minimum of six (6) years of relevant administrative experience in supply chain management, procurement, or a commercial context is required. Experience in a humanitarian, emergency, or public-health-emergency setting is desirable.
