National Consultant Data Quality Assurance for the Elimination of Mother To Child Transmission of HIV (EMTCT) Programme

Job Purpose
The National Consultant will conduct a Data Quality Assessment/Improvement (DQA/I) exercise to reconstruct and verify Botswana's national HIV, Syphilis, and Hepatitis B programme data. This consultancy is crucial for the Elimination of Mother To Child Transmission of HIV (EMTCT) programme. The consultant will be responsible for assessing the accuracy, completeness, and reliability of the programme's data, ensuring it meets the standards required for validation processes, particularly for the "WHO Triple Eliminations" initiative. This role involves in-depth data analysis, identifying gaps and inconsistencies, and proposing actionable recommendations for data improvement. The ultimate goal is to enhance the quality of data used for decision-making, programme monitoring, and reporting, thereby strengthening the national response to EMTCT and related health challenges.
Responsibilities
Conduct a comprehensive Data Quality Assessment/Improvement (DQA/I) exercise for Botswana's national HIV, Syphilis, and Hepatitis B programme data, focusing on the EMTCT initiative. Reconstruct and verify programme data to ensure accuracy, completeness, and reliability. Analyze data to identify trends, gaps, and inconsistencies, particularly in relation to the "WHO Triple Eliminations" validation process. Design and implement data collection tools and methodologies for the DQA/I exercise. Manage and analyze collected data using appropriate statistical tools. Develop and present a detailed report outlining findings, conclusions, and actionable recommendations for data quality enhancement. Collaborate with government officials and multiple stakeholders, including health program managers and data officers, to facilitate the DQA/I process and ensure buy-in for recommendations. Ensure data entered and updated in DHIS 2 is accurate and reflected in related dashboards. Provide technical support and guidance on data management best practices to relevant personnel. Contribute to the overall strengthening of the national health information system for EMTCT and related programmes.
Work Experience
At least 5 years of experience in public health program data handling. Experience with HIV/STI/Hepatitis data within partner-funded programs. Demonstrated experience in leading program assessments or data quality exercises, including tool design, data management, and analysis. Experience working with data for "WHO Triple Eliminations" validation processes and DHIS 2 is required.
