Job Purpose

The UNICEF China office is seeking a national Child Protection Consultant to provide technical support for the Integrated Child Protection Model project. This consultancy, jointly implemented with the China Centre for Children’s Welfare and Adoption (CCCWA), aims to enhance access to quality child protection services across nine western and central provinces. The consultant will focus on strengthening specialized services and family guardianship support. Key activities include reviewing and aligning subnational child protection standards and policies, developing an online community of practice for child protection case workers, consolidating and analyzing project monitoring data for adaptive management, and creating a structured online course on child protection case management fundamentals. This role is crucial for improving child protection systems and ensuring the project's success.

Responsibilities

The Child Protection Consultant will be responsible for providing critical technical support to the Integrated Child Protection Model project. This includes reviewing and aligning subnational child protection standards and policies to ensure consistency and effectiveness across different administrative levels. A key responsibility will be to strengthen continuing professional learning for child protection case workers by developing and managing an online community of practice, fostering knowledge sharing and peer support. The consultant will also consolidate and analyze project monitoring data, generating insights to inform programme oversight and facilitate adaptive management strategies. Furthermore, the role involves developing a structured online course on the fundamentals of child protection case management, contributing to capacity building for frontline workers. The consultant will work closely with the China Centre for Children’s Welfare and Adoption (CCCWA) and UNICEF China to achieve project objectives, ensuring that project results are systematically monitored, analyzed, and translated into practical knowledge and learning products for wider dissemination and impact.

Work Experience

A minimum of five years of professional experience in child protection, social work case management, or child welfare policy development.
