National HMIS Consultant, Freetown, 12 months, (Office-based + Remote + Travel)

Job Purpose
To sustain gains under the national Health Management Information System (HMIS) agenda and provide focused technical capacity, UNICEF Sierra Leone seeks to engage an individual HMIS Consultant. The consultant will be responsible for strengthening capacity at facility and community levels for the administration and use of the national HMIS, including DHIS2 and the Community Health Information System (CHIS). They will also support the Ministry of Health and UNICEF Health and Nutrition programme to implement digital health initiatives, including the Scorecard, Bottleneck Analysis (BNA) and Action Tracker. The role involves designing and implementing electronic data collection tools for various programme areas and maintaining up-to-date infographics and Power BI dashboards to support performance monitoring and programme decision-making.
Responsibilities
The National HMIS Consultant will be responsible for strengthening capacity at facility and community levels for the administration and use of the national HMIS, including DHIS2 and the Community Health Information System (CHIS). This involves providing technical support and training to relevant personnel. The consultant will also support the Ministry of Health and UNICEF Health and Nutrition programme in implementing digital health initiatives such as the Scorecard, Bottleneck Analysis (BNA), and Action Tracker, ensuring effective data utilization for decision-making. A key responsibility will be to design and implement electronic data collection tools for Nutrition, EPI, RMNCH, Community Health, and other programme areas, utilizing platforms like EPI Info and KoBoToolbox. Furthermore, the consultant will maintain up-to-date infographics and Power BI dashboards to facilitate performance monitoring and inform programme strategy. This role requires close collaboration with government counterparts and UNICEF teams to ensure the successful integration and utilization of HMIS data.
Work Experience
At least 2 years of progressively responsible experience in health information systems, DHIS2 use/configuration, electronic data collection tools, data quality assurance, and dashboard development, preferably in a health/development context.
