Job Purpose
The purpose of this assignment is to provide technical assistance to strengthen national and territorial capacities in planning, budgeting, and financing processes to close the gaps for the poorest and most vulnerable children, in line with UNICEF Colombia's Cooperation Programme and the 2025 Action Plan for social inclusion. This consultancy will support UNICEF Colombia in designing, implementing, and documenting national and territorial technical assistance processes in budgets, financing, and structuring investment projects for children and adolescents. The support will align with the findings and commitments of territorial tables and aim to ensure concrete technical products, implementation routes, and fundable projects, in coordination with public, private, or mixed sources. The consultancy will also contribute to replicable technical assistance processes for national and territorial stakeholders, participating organizations, and UNICEF internal teams.
Responsibilities
The consultant will provide specialized technical assistance to UNICEF Colombia and territorial governments in Norte de Santander, La Guajira, and Arauca (Border HUB) to strengthen capacities in budgetary and financial management and structure investment projects aimed at closing gaps and guaranteeing the rights of children and adolescents. This will be done within the framework of Outcome 5, UNICEF Colombia's Territorial Management Model, and the territorial technical assistance program offered to the Alliance for the Defense of Resources for Children and the territorial tables. Specific responsibilities include developing a detailed work plan, supporting territorial diagnostics on public spending for children, contributing to the design and implementation of technical assistance modules, developing technical inputs for investment project formulation, analyzing UNICEF's project portfolio, and supporting the development or strengthening of territorial management plans.
Work Experience
At least 5 years of experience in public financial management, budgeting, project structuring, and technical assistance at national or territorial levels. Experience working with children's rights and vulnerable populations is desirable.
