Job Purpose

The Senior Finance Associate, under the direct supervision of the Operations Manager, serves as the GSSC local focal point, performing specialized finance tasks. This role ensures accurate and timely financial delivery in compliance with UNICEF rules and regulations. The Associate demonstrates the ability to research, adapt, and evaluate irregular cases, recommending process improvements. Key responsibilities include managing accounting control, recording assets, liabilities, and income, and monitoring fund disbursements and payments within budgetary limits. This is a skilled position requiring a high degree of independence, potentially involving procedural guidance for junior staff or leading finance projects.

Responsibilities

The Senior Finance Associate is responsible for initiating vendor payments and liaising with the GSSC, ensuring accuracy and completeness of required information, and following up on finance requests. They will act as the focal point for local banks, managing banking services and reviewing Direct Cash Transfers (OCT) liquidations and advances to implementing partners under the HACT framework. The role involves maintaining financial records, monitoring systems for expenditures, balances, and payments, and reconciling accounts. The Associate will monitor open items, assist with month and year-end closure, and provide financial support to staff and consultants regarding payroll, travel claims, and other financial matters. Additionally, they will manage cash receipts and recovery, ensuring proper recording and filing of vouchers.

Work Experience

A minimum of five years of progressively responsible professional experience in finance or accounting is required. Experience in an international organization or UN system is desirable.
