Job Purpose
The consultant will be responsible for verifying the conformity of materials, equipment, and implementation methods for WASH infrastructure works in North Kivu province. This includes ensuring compliance with technical, environmental, and safety requirements, proper waste management, and adherence to construction site safety standards. The role involves overseeing the implementation of hydraulic and sanitation works contracts, ensuring they meet technical standards and contractual obligations, including specifications, execution plans, deadlines, and quality standards. The consultant will provide technical and organizational support to NGOs implementing community-based WASH activities and support WASH interventions in health facilities and other community structures.
Responsibilities
The consultant will organize and lead weekly site meetings to review work progress, monitor schedules, assess site supply levels, and implement corrective measures. They will provide real-time updates to the UNICEF office on any deviations from construction standards, technical specifications, or schedules, and report any incidents or shortcomings that could compromise work implementation or continuity. The consultant must consult the UNICEF office before making any decisions regarding modifications to work plans, activity schedules, or changes in construction materials. They will verify contractor payment claims and alert the UNICEF office to any identified inconsistencies. Regular progress reports, including field visits, technical surveys, weekly and monthly reports, and visual aids, will be produced to facilitate stakeholder coordination. Collaboration with technical services such as the National Rural Hydraulics Service (SNHR), Primary, Secondary, and Technical Education (EPST), and Zonal Health Office (BCZ) is essential. The consultant will identify, analyze, and address construction defects, poor workmanship, and deviations from standards, providing concrete recommendations and corrective actions to contractors and NGOs. Active participation in technical acceptance missions, including the formulation and resolution of reservations before provisional acceptance of works and installations, is required. Contribution to the preparation and validation of technical and provisional acceptance minutes for works is also a key responsibility.
Work Experience
At least 5 years of experience in supervising water supply works (boreholes, intakes, solar pumping, pipe laying, ancillary structures) and construction of latrines or institutional sanitation facilities. Demonstrated experience in rural project implementation, especially in areas with difficult logistical access, is required.
