Job Purpose
This consultancy aims to generate evidence and practical recommendations on how inclusive social protection systems can strengthen climate resilience for women and girls, including those with disabilities, in Southeast Asia and the Pacific. The consultant will review existing evidence on climate vulnerabilities and the role of social protection, conduct stakeholder consultations, analyze relevant literature, and identify global and regional good practices. The assignment seeks to fill an important evidence gap at the intersection of climate change, gender equality, disability inclusion, and social protection, providing UNICEF and partners with actionable guidance to improve social protection systems. The goal is to better protect and empower vulnerable women and girls in the face of growing climate risks.
Responsibilities
The consultant will be responsible for reviewing existing evidence on the climate vulnerabilities faced by women and girls and the role of social protection in addressing these. This includes conducting stakeholder consultations and analyzing academic literature, reports, and other relevant sources to identify and synthesize global and regional good practices, with a specific focus on Southeast Asia and the Pacific. A key responsibility is to examine how social protection can better support resilience to climate-related shocks and crises through gender-responsive and disability-inclusive approaches. Ultimately, the consultant will develop evidence-based recommendations to help strengthen gender-responsive, disability-inclusive, and climate-resilient social protection systems. This involves translating complex evidence into practical recommendations, guidance, and learning materials for UNICEF and its partners.
Work Experience
Minimum ten (10) years of progressively responsible experience in social protection, climate resilience, climate change adaptation, disaster risk management, or related areas of international development. Demonstrated experience in policy analysis, evidence synthesis, research, and knowledge product development is required. At least two (2) years of professional experience in Southeast Asia is also required.
