Job Purpose

UNICEF Tajikistan seeks a national consultant to provide specialized technical, analytical, drafting, and coordination support for the formulation of Tajikistan's Green Climate Fund (GCF) National Adaptation Plan (NAP) implementation readiness proposal. This role will support the Committee for Environmental Protection, acting as the National Designated Authority (NDA). The consultant will integrate child- and youth-sensitive adaptation, climate education, public awareness, social and behaviour change, and critical child service considerations into the country-owned proposal. This initiative builds upon previous NAP formulation projects and national climate strategies, aiming to enhance climate change adaptation efforts in Tajikistan, subject to GCF eligibility and approval processes.

Responsibilities

The consultant will provide technical, analytical, drafting, and coordination support to the Committee for Environmental Protection, the National Designated Authority (NDA) for the Green Climate Fund (GCF) in Tajikistan. This involves leading the integration of child- and youth-sensitive adaptation strategies, climate education, public awareness campaigns, and social and behaviour change initiatives into the national NAP implementation readiness proposal. The consultant will ensure that critical child service considerations are embedded within the proposal's framework. They will build upon the results and lessons learned from the current GCF-supported NAP.1 formulation project and the National Climate Change Adaptation Strategy. Responsibilities include developing the overall country-owned proposal, taking technical leadership for specific integration areas, and ensuring alignment with GCF requirements and Tajikistan's national climate policies. The consultant will also facilitate inter-ministerial and multi-partner processes, manage multiple workstreams, and produce concise, decision-oriented deliverables within the project timeline.

Work Experience

At least five years of progressive professional experience in climate policy, climate finance, environmental programming, funding proposal development, sustainable or innovative finance, climate education, or related areas, preferably within an international development context.
