Job Purpose

The Chief, Cash Transfers (P-5) will provide overall leadership, coordination, and operational oversight for cash-based modalities within the UNICEF Sudan Country Office. This role is crucial for the effective and accountable delivery of cash programmes, supporting vulnerable children and families in a complex humanitarian crisis. The incumbent will manage beneficiary data, payment processes, risk management, and grievance redress mechanisms, ensuring all cash operations adhere to UNICEF policies, standards, and accountability frameworks. The position aims to enhance the reach and effectiveness of humanitarian assistance through well-managed cash-based interventions, aligning with UNICEF's commitment to children's rights and future.

Responsibilities

The Chief, Cash Transfers, under the direct supervision of the Deputy Representative Operations and in close coordination with the Deputy Representative Programme, will lead and manage the Cash Implementation Unit (CIU) team, providing supervision, guidance, and ensuring timely performance management and evaluations. The role involves coordinating risk-informed project implementation and monitoring, ensuring strict compliance with operational procedures, and overseeing the review and resolution of beneficiary grievances, including the investigation of suspected fraud cases. The incumbent will be responsible for managing cash coordination activities, identifying opportunities for programmatic and operational improvements, and representing UNICEF in key cash programming engagements with both internal and external stakeholders. Furthermore, the position will coordinate cash-related audits, facilitate enhanced collaboration on cash operations across different UNICEF offices, and ensure that all cash transfer modalities are fully aligned with UNICEF policies and global standards for humanitarian assistance.

Work Experience

A minimum of 10 years of professional work experience in policy formulation in international or national administration, external aid administration, and senior-level international development administration. Demonstrated operational experience in risk-informed programme implementation in fragile and humanitarian contexts is required, including at least 6 years of direct experience with cash-based modalities in such environments.
