National Consultant - Strategic Assessment of the Action for Adolescent Development Programme

Job Purpose
The purpose of this strategic assessment is to generate evidence and strategic recommendations to support the repositioning, strengthening, and long-term sustainability of the Action for Adolescent Development (A4AD) Programme. This will be done within the context of UNICEF Liberia’s new Country Programme 2026-2030, which has an increased focus on adolescent girls and out-of-school children. The consultant will play a crucial role in providing data-driven insights and actionable strategies to enhance the programme's impact and alignment with UNICEF's evolving priorities. The assessment will inform future programming and resource allocation, ensuring that the A4AD Programme effectively addresses the needs of vulnerable adolescents in Liberia.
Responsibilities
Conduct a comprehensive strategic assessment of the Action for Adolescent Development (A4AD) Programme. Generate evidence-based strategic recommendations for the repositioning, strengthening, and long-term sustainability of the A4AD Programme. Align recommendations with UNICEF Liberia’s new Country Programme 2026-2030, particularly its focus on adolescent girls and out-of-school children. Utilize both qualitative and quantitative data collection and analysis methods for the assessment. Synthesize findings from various sources, including program data, stakeholder consultations, and relevant literature. Review and analyze the current A4AD Programme's Theory of Change and results framework. Develop a comprehensive report detailing the assessment findings, strategic recommendations, and proposed implementation pathways. Present findings and recommendations to key UNICEF stakeholders and partners. Ensure the assessment adheres to UNICEF's standards for evidence generation and utilization. Provide expertise in adolescent programming and gender-equity focused evidence generation and use throughout the assessment process.
Work Experience
At least 10 years of experience in education, research, monitoring and evaluation (MEL), and international development assessment. Demonstrated experience conducting assessments, evaluations, or strategic reviews using both qualitative and quantitative data collection and analysis methods.
