Job Purpose
The Social Policy Officer (Public Finance for Children/PF4C) will contribute to the long-term vision that by 2027, all children and adolescents in Kyrgyzstan benefit from systematic child rights monitoring, an inclusive social protection system, and effective public finance for children. This role, based in the UNICEF Kyrgyzstan Country Office in Bishkek and reporting to the Chief Social Policy, is crucial for improving access to benefits and services for the most disadvantaged and reducing multidimensional poverty. The officer will provide technical support and assistance in all stages of social policy programming and advocacy, from strategic planning and formulation to the delivery of concrete and sustainable results.
Responsibilities
The Social Policy Officer will focus on several key areas: 1. Evidence and data for child-focused public financing: Utilizing data and evidence to inform strategic policy decisions related to public financing for children. 2. Improving the use of public financial resources for children (PF4C): Enhancing the effectiveness and efficiency of public financial resources allocated to children's programs. 3. Strengthening the capacity of national and local authorities: Building the capabilities of government bodies to plan, budget, and monitor child-focused social services effectively. 4. Advocacy and partnerships for child-sensitive public financing: Engaging in advocacy efforts and fostering partnerships to promote child-sensitive public financing. 5. UNICEF programme management: Overseeing and managing UNICEF's social policy programs, ensuring alignment with organizational goals and objectives. This includes programs aimed at improving public financial management in social sectors, strengthening institutional capacity for sustainable social sector financing, and ensuring transparency and equity in child-focused public investments.
Work Experience
A minimum of two years of professional experience in social policy, public finance, child rights, or a related field, with experience in developing countries or in emergency settings being an asset.
