Job Purpose

The consultancy will provide specialized technical assistance to the Ministry of Environment and Energy (MAE), under UNICEF's supervision, to strengthen mechanisms facilitating municipal governments' access to financing for Water, Sanitation, and Hygiene (WASH) projects. The work will involve reviewing and improving technical feasibility processes, harmonizing criteria between MAE and the Ecuadorian Development Bank (BDE), and strengthening management systems and instruments used in the sector. Additionally, the consultancy will support coordination among public institutions, multilateral organizations, and other relevant actors, contributing to the development of technical tools, evidence generation, and the formulation of recommendations to improve public policies and financing strategies for the WASH sector.

Responsibilities

Provide technical assistance to the Ministry of Environment and Energy (MAE) for strengthening municipal access to WASH project financing. Review and improve technical feasibility processes for WASH projects. Harmonize criteria between MAE and the Ecuadorian Development Bank (BDE) for project financing. Strengthen management systems and instruments used in the WASH sector. Support coordination among public institutions, multilateral organizations, and other relevant actors. Develop technical tools and generate evidence related to WASH sector financing. Formulate recommendations to improve public policies and financing strategies for the WASH sector. Ensure effective collaboration and communication with all stakeholders involved in the consultancy. Prepare regular progress reports and a final report detailing achievements, challenges, and lessons learned. Contribute to the overall objectives of the WASH-CEED program in Ecuador.

Work Experience

Minimum of eight (8) years of professional experience in the public sector, international organizations, development finance institutions, consulting, or entities linked to water supply, sanitation, infrastructure, or territorial development. At least three (3) years of proven experience in designing, evaluating, managing, or financing water supply and sanitation projects.
