National State Consultant - Education Data (Consultant is expected to be based in Bhopal for 14 months)

Job Purpose
The Government of Madhya Pradesh is committed to enhancing evidence-based decision-making in school education through the Vidya Samiksha Kendra (VSK), a flagship initiative for real-time monitoring, data-driven governance, and policy interventions. The National Education Policy (NEP) 2020 emphasizes robust data systems for school education and mandates the use of technology for improving learning outcomes, tracking student progress, and ensuring efficient resource allocation. The Vidya Samiksha Kendra integrates key databases like UDISE+, EMIS, and real-time monitoring data, serving as a centralized data intelligence unit. This consultancy aims to support these efforts by providing expertise in education data analysis and management.
Responsibilities
The selected candidate will be based in Bhopal and will work remotely from their residence. They will be expected to visit UNICEF offices and government offices as required. The primary responsibilities will involve supporting the Vidya Samiksha Kendra (VSK) initiative by analyzing education data, identifying bottlenecks in existing systems, and providing recommendations for improvement. This includes creating databases to address contextual needs and ensuring the effective integration of various data sources such as UDISE+ and EMIS. The consultant will also be responsible for report writing, documentation, and contributing to policy-level interventions based on data insights. They will need to collaborate with government stakeholders and UNICEF teams to ensure the successful implementation of data-driven strategies for enhancing school education in Madhya Pradesh. The role requires strong analytical, writing, and presentation skills to effectively communicate findings and recommendations.
Work Experience
At least 5 years of experience in data analysis, report writing, and documentation. Previous experience working with EMIS data/data analysis, policy, and practice is required. Expertise in MS-Office applications, especially Excel, is essential. Previous experience working with government administration is also required.
