Job Purpose
The core purpose of this consultancy is to provide essential field-level data collection support for the design and subsequent piloting of the School Management and Early Warning System (EWS). This innovative system is intended for implementation in primary schools across the Sahrawi refugee camps. Consultants will operate under the direct supervision of the National Consultant and the UNICEF Education team, playing a vital role in gathering high-quality quantitative and qualitative data. This data will be sourced from a diverse range of stakeholders, including schools, teachers, students, and community members. The information collected is fundamental for informing the development, refinement, and effective implementation of the EWS, ensuring it is robust, responsive, and tailored to enhance school management practices and establish crucial early warning mechanisms to safeguard children's educational well-being in these vulnerable settings. This role is critical for building a data-driven foundation for the system.
Responsibilities
The enumerators, interviewers, and note-takers will be primarily responsible for executing comprehensive field-level data collection activities essential for the design and piloting of the School Management and Early Warning System (EWS) in primary schools across the Sahrawi refugee camps. This involves systematically gathering high-quality quantitative and qualitative data from a diverse range of stakeholders, including school administrators, teachers, students, and community representatives. Key tasks include conducting structured household surveys, school assessments, in-depth interviews, and facilitating focus group discussions, ensuring all data collection methods are applied consistently and accurately. Consultants must meticulously record all responses, utilizing both paper-based and digital data collection tools such as Kobo, ODK, or Excel, and ensure the integrity and completeness of the collected information. They are expected to follow structured questionnaires and interview guides precisely, demonstrating strong note-taking and transcription skills for qualitative data. Adherence to ethical standards in data collection, including maintaining strict confidentiality and securing informed consent from all participants, is paramount. Furthermore, the role requires close collaboration and coordination with the National Consultant and the UNICEF Education team, providing regular updates and contributing to the analysis of findings to inform the development and refinement of the EWS.
Work Experience
Candidates must have a minimum of 2–3 years of experience in field data collection, surveys, or research support. Proven experience conducting household surveys, school assessments, interviews, or focus group discussions is essential. Familiarity with data collection tools (paper-based or digital like Kobo, ODK, Excel) is also required. Prior experience as an enumerator, interviewer, or note-taker in education, humanitarian, or development contexts is considered a valuable asset.
