Organizational Context

The Democratic Republic of the Congo is responding to its 17th Ebola Virus Disease outbreak, requiring a multi-sectoral approach with a focus on community engagement and continuity of essential services for vulnerable populations.

Job Purpose

The Operations Manager, based in Bunia, provides strategic leadership, coordination, and oversight of all operational functions including Supply Chain, Finance, Administration, Risk Management, and ICT for the Ebola response. The incumbent ensures that operational systems are agile, risk-informed, and responsive to emergency needs, enabling the timely delivery of supplies, rapid deployment, and wellbeing of personnel, and uninterrupted program response across affected areas. The Operations Manager acts as a senior member of the Ebola Coordination team, advising on the most efficient operational approaches, operational risks, governance, resource optimization, and systems strengthening, while ensuring alignment with the emergency response plan and applicable simplified emergency procedures.

Responsibilities

The role involves strategic operations leadership, ensuring effective administration and field operations management. This includes overseeing financial management, ensuring compliance with financial regulations and efficient resource allocation. The incumbent is responsible for supply chain, logistics, and service delivery, guaranteeing the timely procurement and distribution of essential supplies and equipment. A key aspect is managing internal controls and emergency risk, identifying potential risks, and implementing mitigation strategies to safeguard operations and personnel. The Operations Manager will also contribute to the overall coordination and strategic direction of the Ebola response, working closely with national authorities and other partners to ensure a cohesive and effective operational framework. This position requires adaptability and a proactive approach to address the dynamic challenges of an emergency setting.

Work Experience

Eight (8) years of professional work experience in finance and accounting management, with some experience acquired at the international level.
