Job Purpose
The Operations Manager, based in Bunia, Democratic Republic of Congo, provides strategic leadership, coordination, and oversight of all operational functions, including Supply Chain, Finance, Administration, Risk Management, and ICT, specifically for the Ebola response. The role ensures that operational systems are agile, risk-informed, and responsive to emergency needs. This enables the timely delivery of supplies, rapid deployment and wellbeing of personnel, and uninterrupted program response across affected areas. The Operations Manager serves as a senior member of the Ebola Coordination team, advising on efficient operational approaches, managing operational risks, governance, resource optimization, and systems strengthening, ensuring alignment with the emergency response plan and applicable simplified emergency procedures.
Responsibilities
The Operations Manager is responsible for strategic operations leadership, ensuring effective and efficient management of all operational functions in support of the Ebola response. This includes overseeing administration and field operations, managing financial resources, and ensuring robust supply chain and logistics for service delivery. The incumbent will implement and maintain internal controls and manage emergency risks to safeguard operations and program delivery. Key responsibilities involve developing and implementing operational strategies that are agile and risk-informed, adapting to the dynamic emergency context. This includes coordinating the deployment and well-being of personnel, ensuring the timely procurement and distribution of essential supplies, and managing financial processes in compliance with UNICEF regulations. The role requires close collaboration with the Ebola Coordination team to provide expert advice on operational matters, optimize resource allocation, and strengthen operational systems to meet the urgent needs of affected populations, particularly children.
Work Experience
Eight (8) years of professional work experience in finance and accounting management, with a portion acquired at the international level.
