Responsibilities
The Assistant Supply Officer is responsible for supporting all facets of the supply chain, including planning, sourcing, procurement, transport, shipping, customs clearance, warehousing, asset, and fleet management. This involves assisting in the procurement process to ensure timely and cost-effective delivery of commodities and services, and identifying suitable partners for supply chain projects based on UNHCR's criteria. The role requires maintaining accurate records of supply activities and providing regular reports. The incumbent will manage tender processes, assist in contract award proposals, and prepare delivery plans for relief and non-food items, updating UNHCR IT systems accordingly. Applying UNHCR's sourcing and procurement strategy for key commodities and services is essential. Responsibilities also include ensuring timely customs clearance, managing warehousing according to best practices and UNHCR regulations, and maintaining an efficient system for the release and transportation of goods. Analysis of sourcing and procurement activities, providing guidance on procurement policies, and generating asset management reports are key duties. The role involves analyzing the quality of delivered goods and services, establishing local quality assurance processes, and monitoring the accuracy of supply chain data in business systems. In Regional Bureaux, support is provided to country operations on supply implementation, tracking periodic operations, and coaching supply teams. In Country Operations, the focus is on optimizing local supply chain functions, coordinating partner activities, managing asset and fleet pools, and ensuring proper disposal of old assets. Risk management and adherence to UNHCR's global policies on supply chain management are also integral.
Work Experience
1 year of relevant experience with an undergraduate degree, or no experience with a graduate or doctorate degree. Experience with UN procurement and logistics training is desirable.
