Organizational Context

UNFPA in Türkiye, since 1971, collaborates with government, civil society, and the private sector to enhance the well-being of women, youth, and vulnerable groups. Under its 8th Country Programme (2026-2030), UNFPA Türkiye focuses on demographic resilience, gender equality, women's health, youth empowerment, and climate action. This consultancy operates under the direct technical supervision of the UNFPA Türkiye Country Office Sexual and Reproductive Health (SRH) Programme Specialist.

Job Purpose

This consultancy supports the participatory application of the UNFPA Midwifery Models of Care Situation Analysis Tool (SAT) in Türkiye, building on previous work and a regional conference. The SAT is a structured assessment tool designed to evaluate the minimum requirements for transitioning to midwifery models of care, identifying strengths, gaps, and priority actions. It aims to support evidence-informed policy dialogue, advocacy, and the strengthening of national action plans. The role facilitates the SAT process, consolidates stakeholder input, completes the assessment, and delivers a final report and presentation, contributing to refined national action plans and informing subsequent progress monitoring.

Responsibilities

The consultant will prepare Turkish translations of SAT materials, compile an evidence folder with national policies and data, and pre-score 57 evaluation questions in an Excel tool, including defining national definitions for subjective questions and adhering to specific scoring rules. Responsibilities also include coordinating with the Ministry of Health for assessment completion and validation, managing the master file, and resolving discrepancies with the national midwifery taskforce. The consultant will design and facilitate a 1-day Validation Workshop to prioritize actions based on need, equity, feasibility, and urgency. Finally, the consultant will complete the Excel tool, analyze results across different frameworks, and prepare an executive summary and presentation with key findings, gaps, and strategic priorities to refine the national action plan.

Work Experience

Requires at least 2 years of professional experience in reproductive health, maternal/newborn health, midwifery, or health workforce policies, including health-system assessment or program implementation. Demonstrated knowledge of pre-service midwifery education and strong facilitation/consensus-building skills are essential. Proficiency in MS Office, particularly Excel, is required. Clinical midwifery experience, knowledge of WHO/UNFPA guidance, national health system context, and familiarity with UNFPA programming are considered assets.

Skills

Core competencies include integrity, commitment to UNFPA/UN system, embracing cultural diversity and change, achieving results, accountability, developing professional expertise, analytical and strategic thinking, teamwork, and effective communication. Functional skills involve delivering result-based programs, providing technical support, and knowledge management.
