Job Purpose
This consultancy aims to support the finalization of the national roadmap for the civil registration and vital statistics system in the Central African Republic. The Government has identified the modernization of this system as a strategic national priority, evidenced by the adoption of the National Policy for Civil Status (PNEC 2024-2028). However, operational implementation faces significant structural challenges, including the absence of a clear operational roadmap, insufficient coverage of civil registration centers, a lack of specialized training for civil status personnel, and a critical shortage of reliable and up-to-date vital statistics data. This role will contribute to overcoming these challenges by facilitating the development of concrete, prioritized, and bankable actions.
Responsibilities
The primary responsibility is to contribute to the finalization of the national roadmap for the civil registration and vital statistics system. This involves supporting the collection of comprehensive data from key structures and actors across the intervention area. The role will assist in identifying and analyzing structural challenges hindering the operational implementation of the National Policy for Civil Status (PNEC 2024-2028). This includes assessing the clarity of the operational roadmap, the territorial coverage and adequacy of civil registration centers, the availability of specialized training for civil status personnel, and the availability of reliable vital statistics. The collected information will be crucial for translating the political vision into concrete, prioritized, and bankable actions.
Work Experience
Previous experience in data collection, analysis, and report writing is essential. Experience working within governmental or international organizations, particularly in the context of civil registration or vital statistics, is desirable.
