UNFPA is the lead UN agency focused on delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The organization works to achieve the ICPD Programme of Action and the SDGs by 2030, addressing unmet needs in family planning, maternal mortality, gender-based violence, and demographic change.
Job Purpose
The consultant will conduct a comprehensive review and assessment of the TatoHubs model's effectiveness, implementation, and sustainability in Ukraine. This involves analyzing current project documents, identifying strengths and weaknesses in implementation, and evaluating various delivery options. The purpose is to provide practical recommendations for strengthening the model, enhancing gender-transformative content, improving referral pathways, and exploring institutionalization possibilities. Ultimately, the consultant will develop a roadmap for the preferred model, outlining roles for stakeholders and proposing indicators for monitoring progress and sustainability.
Responsibilities
The consultant will review the current TatoHubs model, examining project documents, monitoring reports, and partner agreements to clarify objectives and assess implementation. This includes evaluating reach, accessibility, participation, quality of activities, referrals, and participant outcomes, while identifying key implementation challenges. The role involves assessing current hub-based approaches and exploring opportunities for improvement through flexible activities, outreach, and diverse delivery settings. Feasible implementation options, such as decentralization, integration into public services, or partnerships, will be compared. Recommendations will be made for strengthening the program approach, participant engagement, gender-transformative content, and referral pathways. Realistic institutionalization options will be assessed, along with necessary conditions and resources. Finally, a roadmap for the preferred option will be developed, detailing sequenced actions, stakeholder roles, and proposed monitoring indicators.
Work Experience
At least 7 years of relevant experience in programme assessment, design, institutional development, social services, gender equality, or family support. Demonstrated experience reviewing or strengthening community-based programs, analyzing implementation modalities, partnerships, and sustainability is required. Experience with gender-transformative programming or psychosocial support is advantageous. Experience with UN agencies or international organizations in Ukraine is highly desirable.
