Consultant for Strengthening approaches to prevent GBV and child marriage among adolescents
Organizational Context
UNFPA is the UN agency dedicated to sexual and reproductive health and rights, aiming for a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The organization's Strategic Plan for 2026-2029 focuses on accelerating progress towards key outcomes, including ending gender-based violence and harmful practices. This role supports the Asia and Pacific Regional Office (APRO) in addressing these critical issues.
Job Purpose
The purpose of this consultancy is to strengthen approaches to prevent gender-based violence (GBV) and child marriage among adolescents in Cambodia, Lao PDR, and the Philippines. The consultant will conduct a comprehensive desk review to identify key drivers and effective prevention interventions, followed by stakeholder engagement and data collection to gather insights from organizations working in this field. The role will culminate in a gap analysis, identification of opportunities, and the formulation of evidence-based recommendations and strategic interventions. The consultant will also develop country-specific roadmaps to guide the implementation of these recommendations and establish a measurement framework for impact.
Responsibilities
The consultant will undertake a comprehensive desk review focusing on literature that highlights key drivers of child marriage and GBV, as well as specific prevention interventions applicable in Cambodia, Lao PDR, and the Philippines. This involves analyzing national policies, curricula, and program documents to understand intervention design and implementation, identifying promising practices and gaps. Subsequently, the consultant will develop data collection tools and collaborate with national consultants to gather data through in-depth interviews and focus group discussions with relevant organizations. Based on this review and data, a gap analysis will be conducted to identify opportunities for enhancing programming. The consultant will then formulate evidence-based recommendations and strategic interventions, including the development of country-specific roadmaps to guide Country Offices in implementing these recommendations and a measurement framework for impact. The consultant will also facilitate a regional webinar to disseminate findings.
