The organization's Strategic Plan for 2026-2029 focuses on achieving the Programme of Action of the International Conference on Population and Development (ICPD) and the Sustainable Development Goals by 2030. This role contributes to strengthening national health systems and data management.

Job Purpose

This consultancy aims to provide essential technical support for the development, harmonization, validation, and integration of Newborn Health commodity reporting tools into the National Health Logistics Management Information System (NHLMIS). The objective is to enhance inventory management, commodity visibility, and forecasting capabilities, thereby strengthening national supply chain data management and informed decision-making. The consultant will play a key role in ensuring that these new reporting tools are compatible with existing systems and effectively capture critical data for newborn health commodities, ultimately contributing to improved health outcomes.

Responsibilities

The consultant will be responsible for developing standardized newborn health logistics reporting tools and integrating them into the existing NHLMIS framework, leveraging Family Planning and maternal health logistics systems. This involves conducting a desk review of current NHLMIS tools, policies, and reporting systems, and assessing existing MNH & Family Planning logistics reporting tools for harmonization opportunities. The role includes defining standardized logistics data elements for newborn health commodities, developing central, state, and facility-level reporting tools, requisition forms, summary templates, and guidelines. Harmonization with existing systems, ensuring compatibility with NHLMIS architecture, and developing an integration framework are key. The consultant will also co-facilitate validation workshops, develop training materials and job aids, orient stakeholders, and develop a phased implementation roadmap with monitoring and sustainability recommendations.

Work Experience

A minimum of seven years of relevant experience in health supply chain management, logistics management information systems, or health information systems is necessary. Experience in coordinating national RMNCAEH, SRHR, maternal, newborn, or child health programs, and familiarity with national health information systems like NHLMIS or DHIS2 are desirable. Experience with stakeholder consultations, capacity building, and working with government health ministries and UN agencies is also required.

Skills

Proficiency in health supply chain management and logistics management information systems is essential. Strong skills in data element definition, tool development, system integration, and stakeholder engagement are required. Competency in developing training materials and facilitating workshops is necessary. Excellent drafting, writing, organizational, coordination, and time-management skills are mandatory, along with proficiency in Microsoft Office and digital collaboration tools.
