Organizational Context

The consultant will work with UNFPA Somalia, the UN's sexual and reproductive health agency, dedicated to ensuring every pregnancy is wanted, every childbirth is safe, and every young person's potential is fulfilled. This role reports to the Deputy Representative and SRH Unit Team Lead, operating within a context where Somalia faces severe SRHR challenges, including high maternal mortality, low contraceptive use, and prevalent FGM, compounded by GBV and adolescent pregnancy.

Job Purpose

The primary purpose of this consultancy is to develop a comprehensive, evidence-informed costed implementation and resource mobilization framework for the Somalia SRHR Behavior Change Communication and Advocacy Strategy 2026-2030. This framework will translate strategic priorities into detailed costed activities, quantifying resource requirements, identifying critical financing gaps, and pinpointing priority investment areas. The role's contribution is vital for operationalizing the strategy, informing annual planning, budgeting, and resource mobilization efforts. Ultimately, this work will enable UNFPA Somalia and its partners to effectively address the country's significant sexual and reproductive health and rights challenges, improving outcomes and combating harmful practices.

Responsibilities

The consultant will review and analyze the SRHR BCC and Advocacy Strategy 2026-2030 and related policies to identify activities requiring costing. This involves developing a robust costing methodology, defining categories, unit costs, resource requirements, target populations, geographic coverage, frequency, and key assumptions. The role requires undertaking activity-based costing for strategic interventions such as community engagement, advocacy, media/digital communication, BCC materials, capacity building, youth-focused activities, stakeholder engagement, monitoring, evaluation, and learning, and coordination. A five-year costed implementation plan will be developed, including annual budgets for 2026-2030 and a consolidated five-year budget. The consultant will conduct a resource-gap and investment analysis to identify available resources, funded and unfunded activities, financing gaps, priority investments, and resource mobilization opportunities. Validation of the costing will occur through consultations with UNFPA and relevant stakeholders. Finally, the consultant will produce a comprehensive costed implementation and resource mobilization framework, incorporating a costing matrix, annual and five-year budgets, resource-gap analysis, priority investments, resource mobilization considerations, and an editable Excel costing tool.

Work Experience

Candidates must have at least seven years of relevant professional experience in programme costing, SRH/health programming, social and behavior change communication (SBCC/BCC), programme planning, or health economics. Proven experience in activity-based and multi-year budgeting, costing national or sub-national strategies, and conducting resource-gap and investment analyses is essential. Experience working with UN agencies, government, or international development organizations is desirable.

Skills

The role requires strong analytical and problem-solving skills, excellent report-writing and data presentation abilities, and proficiency in spoken and written English. Knowledge of the Somalia context is an added advantage. The consultant must demonstrate the ability to work independently and collaboratively in a complex, dynamic environment, alongside strong interpersonal and communication skills for engaging diverse stakeholders.
