Programme Analyst, Public Policy and Participation
Organizational Context
The Programme Analyst, Public Policy and Participation is based in the UNFPA Cuba Country Office, reporting to the Head of Office. This role supports the efficient and effective design and delivery of the country programme results. UNFPA's mandate is to deliver a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled, aligning with the ICPD Programme of Action and the Sustainable Development Goals.
Job Purpose
This role provides crucial technical and operational support for designing, implementing, and monitoring policies and regulatory frameworks in Cuba, focusing on strengthening public policy and citizen participation. A key aspect is mainstreaming Sexual and Reproductive Health (SRH), particularly adolescent pregnancy prevention, and Population and Development dynamics into national and local strategies. The Analyst will facilitate social and youth participation mechanisms, ensuring programmatic strategies address real needs and enhance the impact of public policies. The position also involves operational assistance, collaboration with various stakeholders, and adherence to results-based management for project monitoring and reporting.
Responsibilities
The Programme Analyst analyzes political, socio-economic, population, and health situations relevant to UNFPA's mandate, identifying strategic intervention points, especially for adolescents, youth, and women. They contribute to the conceptualization, formulation, and design of SRH and Population & Development projects, including innovative approaches. The role involves guiding and overseeing the timely implementation of these programmes, monitoring expenditures, and reporting on progress and bottlenecks. The Analyst identifies and engages strategic partners, facilitates the work of consultants, and maintains close relationships with national and international counterparts. They contribute to monitoring and evaluation, document knowledge on SRH trends, identify research needs, and support advocacy activities through evidence-based information. Additionally, the role supports communication, advocacy, and resource mobilization efforts, contributing to various reports and documents.
Work Experience
Requires progressively relevant experience in project coordination and/or research within UNFPA's mandate areas, with specialized knowledge of international and national development policies. Experience in planning, implementing, and reporting within the UN System is an advantage. Strong analytical ability, professional experience in representing an organization, and excellent communication and negotiation skills are essential.
