Programme Analyst, Gender
Organizational Context
The Programme Analyst, Gender (NOA) is part of the UNFPA Cuba Country Office, reporting to the Head of Office. UNFPA is the lead UN agency focused on sexual and reproductive health, gender equality, and empowering young people. The organization's mandate includes achieving the Sustainable Development Goals by 2030, with a focus on ending unmet needs for family planning, preventable maternal deaths, gender-based violence, and adapting to demographic change.
Job Purpose
The Programme Analyst, Gender, based in the UNFPA Cuba Country Office, reports to the Head of Office and contributes strategic guidance to the efficient and effective design and delivery of the country programme. This role provides high-level technical assistance, promotes gender equality and human rights frameworks, and ensures project monitoring, evaluation, and results-based reporting align with UNFPA standards and donor requirements. The incumbent is responsible for managing, coordinating, and technically implementing a project focused on supporting the national response to gender-based violence in Cuba.
Responsibilities
The role involves technical leadership and programmatic oversight, including planning, coordinating, and monitoring project activities across selected municipalities. This includes designing and evaluating strategies to transform gender stereotypes and discriminatory practices, and strengthening integrated response services for survivors of gender-based violence. Capacity building and strategic partnerships are key, requiring the provision of technical assistance to national counterparts like the Federation of Cuban Women (FMC) and other key sectors. The position also coordinates specialists and consultants to develop tools and protocols. Furthermore, the role ensures adherence to Results-Based Management (RBM) principles, prepares high-quality donor reports, and systematizes lessons learned for policy advocacy. Partnership and advocacy efforts include coordinating project activities, fostering relationships with NGOs, planning activities with partners, organizing meetings and training, and representing UNFPA in relevant groups.
Work Experience
Requires progressively relevant experience in project coordination and/or research related to Gender and Gender-Based Violence. Experience in planning and reporting within the UN System is an advantage. Excellent writing, oral communication, interpersonal, and negotiation skills are necessary, along with advanced computer skills.
