Job Purpose
This consultancy focuses on the independent evaluation of the YES project in Benin for the period 2023-2026. The primary objective is to provide a comprehensive assessment of the project's implementation to national stakeholders, rights holders, UNFPA, and the general public. Furthermore, the evaluation aims to expand the evidence base, offering valuable insights for the potential replication of the project in other contexts or the development and implementation of future project phases. This role is crucial for informing strategic decisions and ensuring the continued effectiveness and relevance of UNFPA's interventions.
Responsibilities
The consultant will lead the three phases of the project evaluation. The design phase involves defining the evaluation framework through meetings, document review, and preliminary interviews, focusing on the theory of change, refining evaluation questions, developing the evaluation matrix, and outlining data collection methods and sampling strategies. This phase culminates in a inception report detailing the methodology and tools. The field phase will involve collecting information from stakeholders and beneficiaries through interviews. The analysis phase will focus on interpreting collected data using the evaluation matrix and triangulation techniques to produce provisional and final reports. Finally, the dissemination phase will involve presenting the evaluation findings to stakeholders.
Work Experience
Over 10 years of professional experience in public health, social development, or international cooperation, with proven experience in managing and evaluating complex development projects. Specific experience in sexual and reproductive health programs, adolescent and youth programs, and digital health innovations is required. At least 5 project evaluations conducted in the last 10 years, including at least 3 final or mid-term evaluations funded by development partners or UN agencies, are necessary.
Skills
Excellent command of evaluation methodologies, ability to design robust methodological frameworks, proficiency in quantitative and qualitative approaches, experience in health data analysis, and capacity for data triangulation. Strong analytical and strategic thinking, excellent communication, and report writing skills are essential. Familiarity with OECD-DAC evaluation criteria is also required.
