Organizational Context

UNESCO, through its Education Sector, supports ministries of education globally in integrating climate change and environmental sustainability into formal and non-formal education. This initiative, funded by the Global Partnership for Education (GPE) as part of the CSESI project, aims to enhance capacity for mainstreaming climate adaptation and environmental sustainability into education sector plans and strategies. In Pakistan, the focus is on supporting the School Education and Literacy Department (SE&LD) in Sindh to embed these critical topics into the provincial curriculum.

Job Purpose

The National Consultant will provide specialized technical expertise to the School Education and Literacy Department (SE&LD) of Sindh, Pakistan, to systematically integrate climate change, environmental sustainability, and disaster risk reduction (DRR) into the provincial curriculum. This involves reviewing existing curricula and non-formal education programs, identifying gaps and opportunities, and referencing UNESCO's Greening Curriculum Guidance. The consultant will facilitate multi-stakeholder consultations to ensure the content reflects Sindh's specific environmental and disaster risks, such as drought, coastal erosion, and flooding. Hands-on technical support will be provided to embed these priorities into the curriculum review process, ensuring age appropriateness, local relevance, gender equality, and inclusion. The consultant will work under the supervision and management of UNESCO.

Responsibilities

The National Consultant will conduct a comprehensive review of subject-level curricula and sampled non-formal education programs in Sindh to assess existing climate change, environmental sustainability, and DRR content. This includes mapping against UNESCO's Greening Curriculum Guidance, identifying strengths, gaps, and opportunities for integration, and analyzing findings through a Sindh-specific lens, considering local risks and inclusive education principles. The consultant will develop and validate priority topics and learning outcomes through participatory multi-stakeholder consultation workshops with provincial departments, academia, teachers, and civil society. Subsequently, the consultant will work directly with SE&LD and curriculum working groups to embed these agreed priorities into the ongoing curriculum review process, providing technical drafting, revision, and quality assurance. The revised curriculum must be comprehensive, contextually relevant, age-appropriate, gender-responsive, and inclusive, forming a solid basis for future teaching practices and materials. Coordination with UNESCO, SE&LD, CSESI partners, and other stakeholders is essential.

Work Experience

A minimum of 10 years of professional experience in the education sector, with significant experience in curriculum review, development/revision, and learning outcomes. Demonstrated knowledge of competency-based curriculum design and experience integrating cross-cutting themes is required. Expertise in climate change, environmental education, ESD, or DRR in education is strongly preferred. Prior successful completion of similar assignments in Pakistan, particularly involving provincial curriculum authorities, is highly desirable.

Skills

Strong familiarity with Pakistan's curriculum architecture and reform processes is essential. Ability to collaborate effectively with government counterparts and international experts. Demonstrated analytical skills for curriculum assessment and formulation of learning outcomes. Strong facilitation and consensus-building skills for stakeholder consultations. Experience in co-creation processes and incorporating feedback is valuable. Excellent planning, organizational, and technical writing skills. Ability to apply gender-responsive and inclusive approaches. Fluency in English and Urdu is required.
