Organizational Context
The UNESCO Regional Multisectoral Office for West Africa (Sahel), based in Dakar, is implementing a joint regional mapping of STEM education initiative across 15 West African countries. This initiative, in collaboration with the UNESCO International Institute for STEM Education (UNESCO-IISTEM), aims to strengthen STEM education in Africa. The mapping relies on a questionnaire developed by UNESCO-IISTEM, adapted to the linguistic and institutional realities of the sub-region.
Job Purpose
The primary objective of this mission is to ensure the collection of high-quality data in Cabo Verde for the regional mapping of STEM education in West Africa. This involves guaranteeing the coverage and representativeness of the data collected at the national level. Specific goals include disseminating the adapted questionnaire to STEM ecosystem stakeholders in Cabo Verde, identifying and mobilizing relevant national respondents from educational institutions, ministries, the private sector, and civil society organizations, monitoring response rates and data quality, providing methodological support to respondents, and regularly reporting progress to the regional consultant. The role also involves contributing relevant contextual information for the regional analysis.
Responsibilities
The National Consultant will participate in a methodological orientation session and develop a national dissemination and mobilization plan in coordination with the regional consultant. Key responsibilities include identifying key institutions and actors within Cabo Verde's STEM ecosystem (from basic to higher education, technical and vocational training, private sector, civil society, and development partners) and disseminating the questionnaire. During the data collection phase, the consultant will encourage respondent participation, clarify any queries, monitor response rates, and report any national context-specific difficulties. Finally, the consultant will prepare a final data collection report detailing the process, response rate, and any limitations, and provide additional clarifications to the regional consultant for analysis and report writing. The work will be primarily remote, with potential for occasional travel within the national territory.
Work Experience
Previous experience in data collection, surveys, or studies within the education sector or related fields in Cabo Verde is required. A good knowledge of the educational system and the main actors in the STEM ecosystem in Cabo Verde is also necessary. Experience working with international organizations is considered an advantage.
Skills
Strong communication and partnership mobilization skills are essential. Proficiency in Portuguese is mandatory. Knowledge of English or French is an asset. The consultant must demonstrate the ability to identify and mobilize relevant institutions and actors in Cabo Verde.
