Organizational Context
The UNESCO Regional Multisectoral Office for West Africa (Sahel) in Dakar is implementing a joint initiative with UNESCO-IISTEM to map STEM education across 15 West African countries. This initiative aims to strengthen STEM education in Africa. The mapping relies on a global questionnaire developed by UNESCO-IISTEM, which is being adapted to the linguistic and institutional realities of the sub-region, encompassing French, English, and Portuguese speaking countries.
Job Purpose
The purpose of this consultancy is to ensure high-quality data collection in Guinea for the regional mapping of STEM education in West Africa. The consultant will be responsible for disseminating the adapted questionnaire to STEM ecosystem stakeholders in Guinea, identifying and engaging relevant national respondents, and monitoring response rates and data quality. This role involves providing methodological support to respondents, reporting progress to the regional consultant, and contributing contextual information for the regional analysis. The ultimate goal is to guarantee comprehensive and representative national data for the overall regional study, contributing to UNESCO's efforts to enhance STEM education across the continent.
Responsibilities
The National Consultant will participate in a methodological orientation session and develop a national dissemination and mobilization plan in consultation with the regional consultant. Key responsibilities include identifying and engaging key institutions and actors within Guinea's STEM ecosystem (covering primary, secondary, and higher education, TVET, private sector, civil society, and development partners) and distributing the French version of the questionnaire. The consultant will monitor and encourage respondent participation, address queries regarding the questionnaire, track response rates, and report any national context-specific challenges to the regional consultant. Additionally, the consultant will prepare a final data collection report detailing the process, response rates, and any identified limitations, and provide clarifications to support the regional analysis and report writing. The work will be primarily remote, with potential national travel for respondent engagement.
Work Experience
Previous experience in data collection, surveys, or studies within the education sector or a related field in Guinea is essential. A demonstrated ability to identify and mobilize relevant national institutions and actors is also required. Experience working with international organizations is considered an advantage.
Skills
Strong communication and partner mobilization skills are necessary. The consultant must possess good knowledge of Guinea's educational system and key STEM ecosystem actors. Essential competencies include responsibility, planning and organization, results-orientation, and teamwork. Familiarity with UNESCO's competency framework is beneficial.
