Organizational Context

Computadores para Educar (CPE), transitioning to Tecnologías para Aprender (TPA), is a non-profit association established in 2000. Its mission is to drive educational innovation through digital technologies, promoting equitable access and knowledge generation for sustainable societal development. CPE/TPA's vision is for Colombia to be a leader in digital technology-supported education by 2030, ensuring quality, relevant, and future-oriented education for all students. This consultancy is part of an initiative to implement the digital education policy's knowledge management strategy.

Job Purpose

This consultancy aims to produce an analytical document examining the legal debates surrounding the right to connectivity, regulations for acquiring technological devices in Colombia, access to technological tools, and the use of Artificial Intelligence in education. The analysis will be based on Colombian legislation and the Constitutional Court's jurisprudence. The consultant will engage with experts, key stakeholders, and CPE/TPA officials to identify innovative improvements for quality, relevant, and pertinent education. The final document will contribute to building a new vision and actionable recommendations for CPE/TPA's decision-making, fostering consensus, dialogue, and knowledge sharing.

Responsibilities

The consultant will reinterpret the conceptual framework of Tomasevsky's four 'A's of education, incorporating sub-rules on connectivity, technology access, and AI use. This involves analyzing current constitutional debates in comparative law and Colombia regarding connectivity, technology access, and the impact of AI on the Colombian education system. The consultant will also support the development of a technical note mapping and analyzing the educational sector's procurement relationships with the technology industry. This includes analyzing purchasing information and documentation from the top 20 national, departmental, and municipal public entities regarding technology procurement for the Colombian education system. Regular meetings and interviews with designated teams from partner institutions (TPA, PNUD, UNESCO) are required for guidance, references, information access, and consultations on the progress of deliverables.

Work Experience

A minimum of 12 years of verifiable experience in research, analysis, and/or evaluation of policies, programs, or initiatives related to technology and education, with a focus on the consultancy's themes. Experience working with national governments and the UN system is valued. Experience in designing, participating in, and facilitating consultation processes with diverse stakeholders for publication development, including gathering perspectives and validating content, is also beneficial.

Skills

Excellent writing, interpersonal communication, and teamwork skills. Critical, pluralistic, systemic, and innovative thinking. Results-oriented with strong problem-solving abilities. Proficient in planning and organization. Willingness to share knowledge and foster a culture of continuous learning and improvement.
