Organizational Context
UNESCO is a specialized agency dedicated to strengthening our shared humanity through education, science, culture, and communication. The Education Sector leads global and regional efforts to ensure quality lifelong education for all children, youth, and adults. The PROIncluye program, a joint initiative with the ILO, aimed to strengthen education and employment sectors in Peru to provide inclusive services, promoting equality and non-discrimination.
Job Purpose
This external evaluation aims to assess the achievements of the PROIncluye program and its overall contribution to advancing the implementation of the Convention on the Rights of Persons with Disabilities (CRPD) in Peru. The evaluation will examine the program's relevance to Peruvian needs and priorities, its effectiveness and efficiency in achieving expected results, its coherence with national policies and other initiatives, and the sustainability of its outcomes. It will also assess the incorporation of principles of equality, non-discrimination, gender, and the participation of persons with disabilities organizations. The findings and recommendations will generate useful learning for national stakeholders and the Global Disability Fund (GDF) regarding program implementation and conditions that support continued progress.
Responsibilities
The consultant will conduct an independent external evaluation of the PROIncluye program, covering its initial design and implementation phases from September 1, 2022, to December 31, 2026. The evaluation will have a national and regional scope, focusing on Trujillo and Callao. Key evaluation criteria will include relevance, effectiveness, efficiency, coherence, and sustainability, with an emphasis on equity and gender sensitivity. The consultant will analyze how the program aligned with national policies, CRPD, SDGs, and the UN Cooperation Framework. Responsibilities include assessing the changes generated by PROIncluye in policy and systems for CRPD implementation, evaluating capacity-building interventions, and identifying factors that facilitated or limited results. The consultant will also examine the program's coherence with national inclusion policies, inter-agency coordination, and complementarity with other initiatives. Furthermore, the evaluation will assess the sustainability of program outcomes and the institutionalization of developed tools and capacities.
Work Experience
The role requires experience in conducting external evaluations, adhering to evaluation policies and standards of organizations like GDF, UNESCO, ILO, and UNEG. Experience in assessing programs related to disability rights, inclusive education, and decent employment is likely beneficial. The evaluation will cover program design and implementation phases, requiring an understanding of national policies and international frameworks such as CRPD and SDGs.
Skills
The consultant should possess strong analytical and methodological skills to conduct a comprehensive evaluation. Proficiency in assessing program relevance, effectiveness, efficiency, coherence, and sustainability is essential. Experience in evaluating interventions related to disability inclusion, education, and employment is crucial. The ability to analyze policy alignment, capacity-building outcomes, and stakeholder engagement, with a focus on equity and gender sensitivity, is required.
