Organizational Context

UNESCO, through its Intergovernmental Hydrological Programme (IHP), seeks to address the complex water security challenges in West Africa. These challenges, driven by climate variability, urbanization, and environmental degradation, necessitate integrated and science-based water resource management. Regional policy frameworks exist, but capacity gaps at various levels hinder effective implementation. This initiative aims to conduct a comprehensive assessment to inform strategic capacity development investments aligned with regional and national priorities.

Job Purpose

The primary purpose of this consultancy is to conduct a regional assessment of capacity gaps and needs within the water sector in West Africa, with an in-depth analysis in one selected pilot country. This assessment will provide a robust analytical foundation for designing targeted capacity development interventions. The work involves mapping existing capacities, identifying specific needs and bottlenecks, and formulating concrete recommendations. The ultimate goal is to develop a regional capacity development framework, a prioritized portfolio of interventions, and a country-specific action plan to enhance institutional performance, knowledge sharing, water governance, and long-term resilience across the region, supporting the implementation of IHP-IX Strategic and Operational Plans.

Responsibilities

The consultant will undertake a desk review of relevant water sector strategies, policies, and prior assessments in the region. This will be followed by consultations with key regional stakeholders, including ECOWAS, UEMOA, river basin authorities, professional networks, and technical/financial partners, to identify critical capacity gaps and their root causes. The consultant will map key institutions and ongoing/past capacity development initiatives, assessing current tools and support mechanisms. Recommendations for regional capacity development interventions will be formulated. For the selected pilot country, the consultant will conduct an in-depth diagnostic of capacities and needs, engaging with sector ministries, service operators, local authorities, training institutions, the private sector, and civil society using a participatory and gender-sensitive approach. Analysis of existing training pathways and development of a country-specific capacity development plan, aligned with regional priorities, will be completed. Key deliverables include an inception report, a regional assessment report, a pilot country diagnostic report, and a final report with recommendations and the capacity development plan.

Work Experience

Extensive experience (over 10 years) in the water sector, preferably in Africa. Proven experience working with government institutions, regional organizations, development partners, and other water sector stakeholders. Demonstrated experience in developing capacity development strategies, frameworks, or action plans based on identified needs.

Skills

Excellent analytical, communication, and report-writing skills. Demonstrated knowledge of water governance, Integrated Water Resources Management (IWRM), water security, and climate resilience. Strong understanding of the West African water sector context is desirable. Proficiency in English or French is required; fluency in the other is strongly desirable.
