Organizational Context

UNESCO's Education Sector leads globally and regionally to ensure quality lifelong education for all. In Peru, the "Aprender sin Barreras" program, funded by Education Cannot Wait, focuses on learning outcomes and socio-emotional skills. This consultancy supports the second year of the program by analyzing 2026 data and contributing to the operationalization of the "Reimagina" Educational Quality Index Observatory.

Job Purpose

The consultant will conduct a comparative study of learning outcomes and socio-emotional skills data from 2026, comparing it with 2025 data within the "Aprender sin Barreras" and "Reimagina" programs. A key objective is to contribute to the consolidation and operationalization of the "Reimagina" Educational Quality Index Observatory, using the comparative study results. The process must ensure data quality, traceability, and accurate interpretation. The role involves generating evidence, analytical products, and recommendations to enhance decision-making, monitor results, and drive continuous improvement in educational interventions.

Responsibilities

The consultant will be responsible for reviewing and designing methodologies, including revising existing products, databases, instruments, and recommendations from the first year. This involves developing a matrix for source and comparability analysis between 2025-2026, defining evaluation questions, units of analysis, indicators, and statistical plans. The role includes identifying and validating sources for measuring 2026 learning outcomes, defining scoring rules, and analyzing results by relevant aggregation levels, disaggregated by relevant variables. For socio-emotional skills, the consultant will facilitate prioritization, establish conceptual and operational definitions, and develop a matrix linking program actions to observable behaviors and indicators. Responsibilities extend to coordinating data collection, implementing quality controls, managing data, and ensuring compliance with UNESCO's data protection and ethical standards. The consultant will also process and analyze 2026 data, compare it with 2025 where technically feasible, and present findings through clear visualizations and recommendations. A crucial part involves technical transfer and ensuring the continuity of analysis by organizing and delivering all relevant products and documentation.

Work Experience

A minimum of five years of general professional experience is required. Specific experience of at least four years in educational evaluation, educational data analysis, applied research, or monitoring and evaluation of educational/social programs is essential. Experience in analyzing learning assessments, preferably large-scale standardized evaluations, is needed. Additionally, at least two experiences in designing, adapting, applying, or analyzing instruments for socio-emotional skills, well-being, or school coexistence are required.

Skills

Core competencies include Accountability, Communication, Innovation, and Results Focus. Technical skills should encompass educational evaluation, learning measurement, psychometrics, applied statistics, quantitative research, socio-emotional skills assessment, and educational management. Experience with instrument construction/validation, psychometric analysis, complex database management, variable dictionary creation, and reproducible documentation is highly valued.
