Programme Specialist (Sciences)
Organizational Context
The incumbent operates under the Assistant Director-General for Sciences (SCS) and the Director of the UNESCO Office for the Pacific States. This role involves close collaboration with the Sciences Sector at Headquarters, other field offices, and the Regional Science Bureau for Asia and the Pacific to implement SCS activities across the Pacific region, aligning with UNESCO's Medium-Term Strategy and global sustainable development goals.
Job Purpose
The Programme Specialist is responsible for implementing international and regional agendas within UNESCO's programme areas, including Ethics Research and Technology, Social Policies, anti-doping, Water Sciences, Ecological and Earth Sciences, Indigenous Knowledge Systems, Climate Action, and Disaster Risk Reduction. This includes driving Science, Technology, and Innovation (STI) policy, promoting STEM education, and enhancing capacity building in basic and engineering sciences through research networks and training. The role ensures alignment with UNESCO's Medium-Term Strategy, Programme and Budget (C/5), the 2030 Agenda for Sustainable Development, and the SAMOA Pathway, fostering science for sustainable development in the Pacific.
Responsibilities
Key responsibilities include strengthening collaborative relationships with National Commissions and Member States to promote Science for Sustainable Development in the Pacific. The incumbent will conceptualize, plan, develop, coordinate, implement, and monitor work plans for the Sciences Sector, contributing to resource mobilization. This involves developing and implementing programme activities that foster research, assist Member States with needs identification, and provide advice on cooperation between regional and international centers. The role also includes managing capacity-building activities, offering expert assistance, and supporting governments in formulating and implementing UNESCO's Sciences and IOC initiatives. Ensuring UNESCO's priorities are integrated into the UN Sustainable Development Cooperation Framework for Pacific SIDS, strengthening regional networks, mobilizing partners, and building strategic relationships with various stakeholders are crucial. The role also involves designing and implementing science programmes and projects, including those for emergency response and preparedness.
Work Experience
A minimum of seven years of progressive professional experience in scientific, science policy, or science programme-related activities is required, with at least three years at the international level. Proven experience in planning, developing, implementing, managing, coordinating, and evaluating science programmes is essential. Demonstrated experience in resource mobilization, partnership development, and leading teams in a multicultural environment is also necessary. Experience working in Small Island Developing States is desirable.
Skills
Essential skills include the ability to translate strategy into action, strong analytical and problem-solving capabilities, and expertise in building and maintaining partnerships. Proficiency in producing high-quality analytical reports, knowledge of the UN 2030 Agenda, and excellent written and oral communication skills are required. The ability to work effectively in a team, manage priorities, and demonstrate initiative is crucial. Familiarity with international organizations and UNESCO's science programmes is desirable.
