Organizational Context

The consultant will implement visibility activities for three key projects in Sudan: Strengthening Sudan's Response to Hate Speech, Peace Building and Social Cohesion; SUD-INCA for Better Employability for Sudanese youth through TVET; and the Sudan Transitional Education Plan 2025-2027. These initiatives address the severe humanitarian crisis, promote youth employment via Technical and Vocational Education and Training (TVET), and aim to rebuild the education sector amidst ongoing conflict.

Job Purpose

This consultancy focuses on enhancing the visibility of three critical projects in Sudan: Countering Hate Speech (CHS), improving youth employability through Technical and Vocational Education and Training (TVET), and supporting the Sudan Transitional Education Plan (TEP). The role involves developing and executing comprehensive communication and advocacy strategies across various media platforms, including radio, television, and community events. The objective is to raise public awareness about the importance of education, promote TVET opportunities, and foster social cohesion by countering hate speech. The consultant will engage diverse stakeholders, including government bodies, media professionals, community leaders, youth, and women, to ensure effective message dissemination and project impact in Kassala state and beyond.

Responsibilities

The consultant will develop and implement detailed action plans for visibility activities across three projects: Countering Hate Speech (CHS), Technical and Vocational Education and Training (TVET), and the Transitional Education Plan (TEP). Key responsibilities include identifying and engaging stakeholders, conducting pre- and post-assessments for campaigns, and coordinating the development and dissemination of various media products such as radio/TV messages, drama scripts, songs, and open programs in local languages. The consultant will also organize and facilitate capacity-building workshops for media professionals, community events, and artist competitions. This involves managing project timelines, ensuring quality of deliverables, and producing comprehensive reports on campaign progress and outcomes. Specific tasks include developing concept notes for media coverage, coordinating with the Kassala State Radio and TV Corporation (KSRTC), and gathering designs for wall art to promote project objectives. The consultant will report to the Head of the Education Unit and CI Officer.

Work Experience

A minimum of 10 years of progressive professional experience in communication, advocacy, media, public information, or community engagement in Sudan is required. At least 5 years of experience specifically in Kassala State and/or Eastern Sudan is highly desirable. Demonstrated experience in designing and implementing communication campaigns related to education, TVET, youth, peacebuilding, or countering hate speech is essential. Proven experience working with Sudanese media professionals and developing various media products is also necessary.

Skills

Essential skills include strategic communication, advocacy, media production, and community engagement. The consultant must possess strong stakeholder coordination abilities, a deep understanding of the Sudanese context (particularly Kassala), and conflict sensitivity. Excellent planning, organization, monitoring, and reporting skills are crucial. Proficiency in Arabic is required, with good working knowledge of English. Familiarity with local languages like Badaweit or Tigre is a significant asset. Adherence to UN values and competencies is expected.
