Organizational Context

The SUD-INCA project, funded by AICS, aims to enhance Technical Education in Sudan's Kassala and Red Sea states by establishing two model centers. This initiative empowers Sudanese youth, including girls and disadvantaged groups, by improving the quality and relevance of Technical Education, equipping them with employable skills for sustainable livelihoods. The project addresses the deficiency of functioning Technical Education centers through infrastructural support, capacity development, and equipment supply, introducing new courses aligned with identified skill gaps.

Job Purpose

The Senior National Expert will lead and provide technical support for developing five new competency-based curricula for secondary technical certificates, vocational secondary certificates, and short courses. These curricula will be integrated into the Sudan National Technical Education Qualifications Framework (NTQF), covering professions such as greenhouse farming, plastic waste management, general electricity, fisheries, and potable water production in Red Sea State. In Kassala State, the expert will facilitate consultations for developing scope and sequence matrices, conduct labor market needs analyses, and build capacity in curriculum writing for courses in solar power, livestock, textiles, and organic fertilizers. The developed courses will target community, skilled worker, and technician levels, with clear pathways to further learning and tertiary education.

Responsibilities

Under the overall authority of the Head of Office and UNESCO Representative to Sudan, and direct supervision of the Head of Education and Project Manager, the consultant will facilitate and report on discussion sessions for technical curriculum development using the DACUM methodology, based on rapid labor market needs assessments. For Red Sea State courses, the consultant will conduct consultations and report on the development of Course Curriculum and Syllabus, Teacher Guide, Student Manual, and Assessment Guide. The consultant will oversee the formation and capacity building of curriculum development committees, leading and coordinating technical support for material development, including curricula, teacher manuals, student activity books, assessment guides, and Scope and Sequence documents, ensuring alignment with the NTQF. Workshops will be organized for validation and development of output materials, ensuring they meet UNESCO standards.

Work Experience

A minimum of 10 years of progressively responsible professional experience in Technical Education, vocational training, and curriculum development is required. This includes at least 5 years of demonstrated experience in competency-based curriculum development. Proven experience in developing or reviewing curricula, syllabi, teacher/trainer guides, student manuals, assessment guides, and scope and sequence matrices is essential. Experience applying DACUM and occupational analysis methodologies is also required.

Skills

Strong knowledge of National Qualifications Frameworks, particularly the Sudan NTQF, is crucial. Demonstrated experience in rapid labor market needs assessments and translating findings into occupational competencies is necessary. The ability to form, facilitate, train, and technically support curriculum development teams is required. Experience facilitating consultations, validation workshops, and capacity-building activities with diverse stakeholders is essential. Strong analytical, curriculum-writing, and reporting skills are needed. Excellent command of Arabic and good working knowledge of English are required.
