Organizational Context
The UNESCO Regional Office in Santiago, in coordination with the United Nations for Latin America and the Caribbean, hosts the Latin American Laboratory for Assessment and Quality in Education (LLECE). This laboratory actively involves 18 member countries, aiming to monitor student learning progress in the region. It generates reliable data for decision-making and supports the development of evaluation capacities through experience sharing among Latin American and Caribbean nations. LLECE fosters collaborative, South-South cooperation, celebrating 30 years of experience in large-scale assessments.
Job Purpose
This consultancy supports the implementation of the ERCE Schools project and other initiatives within the Latin American Laboratory for Assessment and Quality in Education (LLECE). The role involves contributing to the monitoring of student learning progress across the region by generating valid and reliable information for informed decision-making. The consultant will support the development of evaluation capacities through the exchange of experiences among Latin American and Caribbean countries. This position is crucial for enhancing educational quality and equity, aligning with SDG 4. The work contributes to evidence-based policy debates and supports national efforts to improve learning outcomes, particularly in foundational skills like reading and mathematics, addressing significant educational challenges in the region.
Responsibilities
The consultant will provide support for the implementation of the ERCE Schools project and other related initiatives managed by the Latin American Laboratory for Assessment and Quality in Education (LLECE). This includes assisting in the monitoring of student learning progress across participating countries, ensuring the generation of valid and reliable data for effective decision-making. The role involves supporting the development of evaluation capacities through collaborative efforts and the exchange of best practices among nations in Latin America and the Caribbean. Key responsibilities include contributing to the analysis of assessment results, supporting the development of pedagogical strategies based on evidence, and facilitating the use of diagnostic tools by educators. The consultant will also engage with national teams to ensure the correct implementation of studies, fostering technical capacity building and collaborative networks. This position requires a focus on supporting national educational efforts aimed at improving learning outcomes and addressing educational challenges within the region.
Work Experience
A minimum of 8 years of professional experience in education project management and technical-pedagogical assistance is required. Experience working with international organizations, ministries of education, and school networks is highly valued, as is experience implementing interventions with teachers in Latin American and Caribbean countries.
Skills
Excellent interpersonal and communication skills, particularly in working with education authorities, technical staff, school directors, and teachers in intercultural contexts. Demonstrated leadership and knowledge in implementing educational projects. Proven ability to collaborate with diverse stakeholders in technical assistance projects promoting school community engagement. Excellent Spanish language proficiency, both oral and written.
