Organizational Context
The Division of Internal Oversight Services (IOS) at UNESCO provides independent and objective assurance to the Director-General regarding the efficiency and effectiveness of programmes. IOS ensures the reliability and timeliness of strategic management information and promotes continuous improvements in methods and procedures to enhance the quality and impact of UNESCO's operations. The division is responsible for planning and delivering internal audits, investigations, and evaluations of the Organization's activities, including field operations.
Job Purpose
The intern will support the Division of Internal Oversight Services (IOS) in safeguarding and protecting the Organization's interests in pursuit of its goals and objectives. Working under the guidance of the Director and supervision of Heads of Audit/Investigation/Evaluation Offices, the intern will collaborate closely with the respective teams. The role requires a client-oriented approach, high integrity, and adherence to UNESCO values. The intern will contribute to promoting accountability, professionalism, and a culture of learning and improvement within the Division. Activities will be tailored to assignment requirements, with specific terms of reference and learning objectives provided.
Responsibilities
Assist in conducting audits of selected operations at Headquarters, Field Offices, and Information Technology Systems. Gather audit evidence to formulate audit and research plans. Examine records, documents, and assets, and analyze financial and other data. Contribute to documenting audit findings and drafting sections of audit reports. Support the development of internal methodologies, tools, and techniques for audit excellence. Assist in following up on management responses and the implementation of audit recommendations, facilitating effective planning, monitoring, and reporting. Assist in developing policies and operational procedures for administrative investigations and core systems. Support the assessment of allegations of misconduct and irregularities. Review cases reported to IOS, draft communications, and assist in conducting interviews. Identify, collate, and analyze potential evidence, including open-source research. Assist in editing and reviewing investigation reports. Support the evaluation function by assessing programme relevance, impact, effectiveness, efficiency, sustainability, coherence, and performance. Assist in carrying out corporate evaluations, particularly with data collection, analysis, and presentation of findings. Provide technical backstopping for decentralized evaluations and liaise with Focal Points to ensure compliance with UNESCO's Evaluation Policy. Support the dissemination of evaluation findings through various communication products.
